How It Works
From proposal to permanent verdict
Classify scope
A Somnia classifier detects category, confidence, and whether the proposal is inside organizational governance scope. The UI shows this before deliberation starts.
Council deliberates
Specialized directors respond independently, with visible disagreement, opportunity framing, feasibility checks, and risk notes.
Chairman decides
The Chairman reads every response, produces a summary, verdict, conditions, confidence score, and vote breakdown.
Stored onchain
Receipts, verdict, and transcript hashes create a permanent audit trail so the reasoning cannot quietly change later.
